巴拉圭APP法新监管令

2024 年 4 月 4 日，颁布第 1467/24 号法令，规范第 5102/13 号法律（即APP 法），改善了公私参与、私人投资公共基础设施和为公共基础设施提供预期服务、以及商品的生产和公共服务的提供的条件和机制
在该法生效期间，总承包进程出现了一定程度的缓慢。
鉴于有必要进行更符合合法性原则的变革，优化评价体系、与时俱进并使程序适应与国际上类似的现代标准，国家认为有必要进行变革，完善和现代化监管规定。
鉴于该法令中引入的变化，预计将鼓励私营部门根据 APP 法提出的模式更多地参与与国家的合同流程，同时提高项目的合法性、速度和执行。
