Argentina Simplifies Technology Transfer Contract Registration

The National Institute of Industrial Property (INPI) of Argentina has introduced a simplified regulatory framework for the registration of technology transfer contracts, aiming to reduce administrative burdens and improve procedural predictability for applicants. This reform was established through Resolution INPI 38/2026, published in the Official Gazette on February 2, 2026.
Under the new rules, the INPI repeals the older Resolution No. 328/2005 and removes formal requirements that previously exceeded the agency’s core competencies. The updated process allows the use of sworn declarations, streamlining submissions and aligning the technology transfer registry with the government’s broader administrative simplification agenda. These policy efforts are part of a national push toward a more efficient public sector with less bureaucracy and greater legal certainty for users.
By eliminating unnecessary formalities and clarifying procedural steps, the revised regulation seeks to make it easier for domestic and international parties to register contracts involving technology transfer, licensing, and related intellectual property arrangements under the Law No. 22,426 framework. This change is expected to benefit businesses engaging in cross-border technology agreements by enhancing transparency and reducing delays in the registration process.
