Dominican Republic expands artificial intelligence strategy

The Dominican Republic is developing a series of initiatives related to artificial intelligence involving public administration, digital infrastructure, education, data governance and intellectual property. The measures include a national AI strategy adopted in 2023, a government assessment of AI readiness, the development of an ethics framework and new training and infrastructure projects launched during 2026.
The most recent initiative is RD Inteligente, a national AI literacy program launched on September. The program aims to provide free AI training to one million people. Its target groups include students, professionals, entrepreneurs, public employees, teachers and MSMEs.
The first stage of RD Inteligente consists of a 10-hour introductory course covering the fundamentals of artificial intelligence, interaction with AI systems, evaluation of AI-generated responses, personal data and privacy, AI-enabled fraud and a practical application. The platform also provides specialized training routes for different professional and social groups.
RD Inteligente is part of the implementation of the Dominican Republic's National Artificial Intelligence Strategy (ENIA), adopted in 2023. The strategy establishes policies concerning AI, data, talent, research and development, digital infrastructure, public services and Industry 4.0. It is organized around three areas: intelligent government, human talent and innovation, and data.
The government has also been assessing its institutional capacity to use artificial intelligence. In March 2026, the Ministry of Public Administration and the United Nations Development Programme began an Artificial Intelligence Landscape Assessment for the Dominican Republic. The assessment covers the national AI ecosystem, including talent, infrastructure and data; the government's capacity to use AI in public services; and regulatory and ethical frameworks.
The country also hosted a regional meeting on AI ethics in June. The Third Ministerial and High-Level Summit on the Ethics of Artificial Intelligence in Latin America and the Caribbean brought together government delegations from more than 20 countries and resulted in the Santo Domingo Declaration and a regional roadmap for 2026-2027. The Dominican Republic subsequently assumed the presidency of the regional working group on artificial intelligence for that period.
