秘鲁启动全球海关改进计划第二阶段

2025年3月28日，秘鲁正式启动了瑞士经济合作组织-世界海关组织（SECO-WCO）全球贸易便利化计划（GTFP）第二阶段。该计划由瑞士政府和世界海关组织支持。本阶段的重点是提高秘鲁评估进口货物价值的透明度、公平性和完整性，这是打击欺诈和促进公平贸易的关键一步。该计划是通过改进数据使用和开展国际合作来实现秘鲁海关流程现代化的广泛努力的一部分。
本阶段的核心内容是升级秘鲁国家海关估价数据库SIVEP，该数据库由秘鲁税务和海关总署（SUNAT）使用。SIVEP在确定进口货物的准确价值方面发挥着关键作用，防止诸如低开发票等导致逃税和不公平竞争的行为。通过加强该系统，该计划旨在确保海关估价更加可靠和一致。
启动仪式汇聚了瑞士外交官、瑞士经济合作署（SECO）官员和国家税务总局（SUNAT）领导层等主要利益相关方，共同探讨了战略目标和未来发展方向。该倡议迅速付诸实践，于3月31日至4月4日举行了为期一周的技术研讨会，20名国家税务总局专家参与其中，提升了知识水平，并改进了SIVEP的运营。研讨会确定了关键薄弱环节，并提出了14条具体建议以加强海关估价程序。
这些建议现已成为一项更广泛改革计划的基础，旨在改进申报价值的核查方式——包括货物抵达秘鲁前和进口过程中的核查。秘鲁国家税务局及其合作伙伴已着手实施这些建议，并且将其作为一项长期战略的一部分，以实现国家贸易基础设施的现代化，提高合规性，并提升秘鲁海关系统的效率和竞争力。
