During the 145th and 146th Sessions of the Council of the World Customs Organization (WCO), the Republic of El Salvador formally deposited its instrument of accession to the International Convention on the Harmonized Commodity Description and Coding System, commonly known as the Harmonized System (HS). The document was submitted to WCO Secretary General Ian Saunders, marking El Salvador's full entry into the international framework for the classification of goods.
With this step, El Salvador becomes the 162nd Contracting Party to the Harmonized System Convention. The WCO welcomed the country’s accession and expressed its expectation of El Salvador’s active involvement in matters related to the Harmonized System, which plays a key role in organizing international trade data, customs tariffs, and statistical reporting.
Although a WCO Member since July 7, 2005, El Salvador has now taken an additional step by committing to the global harmonization of product classification. As part of the Americas and Caribbean Region within the WCO, the country has already demonstrated a strong commitment to the organization’s goals—most recently by hosting a major regional conference, advancing digital tools in its customs procedures, and contributing to efforts aimed at securing borders and facilitating international trade.
The Harmonized System Convention officially entered into force in El Salvador on June 30, 2025. With this accession, the country strengthens its role in the global trade system and reaffirms its support for international cooperation in customs modernization and trade facilitation.
