Implementation of World Customs CBM in Peru

Following an initial national border agency cooperation mission held in June 2021, the WCO organized a follow-up mission with the Peruvian Border agencies, between 8 and 11 November 2021.

This four-day mission, organised within the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP) and under the auspices of the WCO Mercator Programme, gathered Officers from the Customs Administration of Peru (SUNAT) and representatives from the border control agencies.

Drawing on the findings of the previous Coordinated Border Managament (CBM) mission, the primary objective was to introduce the border control agencies of Peru on the WCO CBM concept, review recent national developments, as well as to identify next steps for strengthening integrated control practices at the land borders of Peru.

Through a series of comprehensive presentations delivered both by the WCO experts and by the SUNAT officers, the participants had the opportunity to outline the current state of affairs and challenges on the concrete implementation of the CBM in Peru. Bearing in mind the current legal framework and the needs expressed by different stakeholders, operating notably in the agriculture and fishing sectors, this mission allowed to identify a concrete roadmap and the methodology to enhance CBM in Peru.

Coordinated Border Management (CBM) refers to a coordinated approach by border control agencies, both domestic and international, in the context of seeking greater efficiencies over managing trade and travel flows, while maintaining a balance with compliance requirements.
