The Copyright Commission of Indecopi (CDA) took proactive measures resulting in the blocking of access to 328 illegal websites engaging in digital piracy within Peruvian territory. These websites were allegedly violating copyright and related rights legislation.
The block was executed in compliance with Resolution No. 0479-2023/CDA-INDECOPI by the internet service providers Telefónica del Perú S.A.A. (Movistar), América Móvil Perú S.A.C. (Claro), Entel Perú S.A. (Entel), Viettel Perú S.A.C. (Bitel), Americatel Perú S.A. (Americatel), GTD Perú S.A. (GTD), and Wi-Net Telecom S.A.C. (Win).
The blocked sites were allegedly involved in unauthorized acts of illegal exploitation of works and productions protected by copyright laws and related rights. Some sites also facilitated piracy by users through streaming of audiovisual works, musical compositions, literary and artistic works from graphic novels, as well as TV broadcasts. Additionally, there were activities related to linking through directories that provided direct access to third-party sites where users could download or stream protected works.
The blocking also targeted websites offering stream-ripping services, allowing users to provide the URL of legally streamed musical or audiovisual works, with the website providing a link for permanent download of such content.
The measure ordered by the Copyright Commission is part of the ongoing Operation 404, an initiative to tackle infringing services on the internet, supported by Brazil. Operation 404 continues to be one of the largest campaigns of its kind and involves a range of actions in relation to unlicensed music services. To date, the operation has resulted in the suspension of nearly 1,500 domains, the removal of 780 infringing music apps and delivery of more than 100 search warrants.
