Mexico's Energy and Infrastructure Investment Guide 2025–2030

For more than ninety years, Goodrich, Riquelme y Asociados has worked alongside the global business community, helping international companies build, adapt, and expand their business models in Mexico. Throughout this history, the firm has been guided by a long-term vision: to go beyond short-term expectations and generate sustained value through rigorous legal analysis, strategic insight, and a deep understanding of the country’s evolving economic and institutional landscape.

It is from this perspective that Mexico’s Energy and Infrastructure Investment Guide 2025–2030 was conceived. The Guide forms part of Goodrich’s longstanding tradition of applied research, aimed at identifying concrete business opportunities while explaining the internal and external forces that shape the markets in which investors operate. At a time marked by uncertainty—both domestically and globally—the objective of the Guide is to provide clarity, context, and a forward-looking framework for decision-making.

"With a team of nearly 200 professionals, we are proud to represent a highly diverse ecosystem of Fortune 500 companies across all economic sectors. We are equally honored to hold leadership roles in regional and international legal organizations, dedicating ourselves to advising on the most challenging concerns of our times, including climate change, the energy transition, and generative artificial intelligence," states Enrique Díaz Managing Partner at Goodrich, Riquelme y Asociados.

Mexico is undergoing a period of profound transformation. The first six years of the so-called Fourth Transformation brought structural changes that reshaped the country’s political, social, and economic environment, weakening institutional checks and balances and generating unprecedented levels of uncertainty for businesses. While the new administration has begun to send signals of institutional stabilization and improved engagement with private investment, it is clear that Mexico will not simply return to the conditions of a decade ago. These changes are unfolding amid a complex global context in which free trade, liberal democracy, and the rules-based international order are being reassessed, forcing companies worldwide to rethink supply chains and investment strategies.

Yet moments of disruption also create opportunity. Despite the challenges, Mexico remains a strategic investment destination, particularly as part of an increasingly integrated North American market. Its deep integration with U.S. production chains, developed over more than three decades, continues to underpin its comparative advantages. As one of the world’s fifteen largest economies, with a young population of more than 130 million people, diversified manufacturing capabilities, and preferential access to over fifty markets through an extensive network of trade agreements, including the USMCA, Mexico remains firmly on the radar of multinational corporations.

In this context, energy and infrastructure play a central role. They are not only key sectors in their own right, but also essential prerequisites for virtually every major investment decision. For this reason, the Guide focuses specifically on these two areas, offering a structured and practical analysis of investment opportunities, regulatory considerations, and legal challenges. Its chapters are designed to provide a comprehensive yet accessible overview, helping business developers and decision-makers navigate market entry and expansion with greater confidence.

Ultimately, the Guide reflects Goodrich’s conviction that uncertainty should not lead to paralysis, but to better analysis and more strategic decision-making. By combining legal expertise, market insight, and a long-term vision, the firm seeks to support investors as they identify opportunities, manage risk, and contribute to sustainable growth in Mexico.
