Montevideo: the best city to live in

Mercer’s 2016 Quality of Living Rankings were based on several factors, including personal safety, quality of health care and hospitals, education, and recreation.
First on the global ranking of 440 cities is Vienna, while Montevideo comes in at 78th in overall quality of living worldwide, followed in Latin America by Buenos Aires and Santiago, which ranked 93rd and 94th respectively.
