The index is produced by the Think Tanks and Civil Societies Program (TTCSP) of the Lauder Institute at the University of Pennsylvania, a result of an international survey of over 1,950 scholars, public and private donors, policy makers, and journalists who helped rank more than 6,500 think tanks using a set of 18 criteria.
According to the 2018 report, “think tanks and policy institutes must simultaneously pursue rigor, innovation, accessibility and accountability more than ever before” at these challenging times. “Think tanks can provide a range of strategies and best practices for transforming public policy and institutions in an era of digital and political disruptions, as well as increased social and economic turbulence”, the report states.
