Organic Law of Public Integrity

As of June 26, 2025, the Organic Law of Public Integrity came into effect in Ecuador. This law introduces reforms in Public Procurement, the Civil Service, the Organic Monetary and Financial Code, the Tax Code, the Organic Law of the Office of the Comptroller General of the State, among other regulations that have also been amended.
The reforms in Public Procurement are substantial, as they include changes in the types of contracting. Minor Amounts and Quotations for Goods, Services, and Works have been eliminated, while in Consulting, Minimal Amounts have been introduced. Additionally, Direct Contracting and Short Lists have been removed from the legal framework.
These changes were made with the aim of reducing discretion in Public Procurement. Some of the modifications help better guarantee the rights of state suppliers. Overall, the reforms seek to reduce arbitrariness and corruption in the National Public Procurement System.
