Paraguay and Brazil Strike Landmark Deal on Itaipu Dam Tariff

Paraguay and Brazil have reached a historic agreement on the Itaipu Dam tariff, resolving a long-standing conflict over the pricing of electricity from the world's second-largest hydroelectric facility. Finalized on May 7th, 2024, this agreement marks a significant development for both countries.

The Itaipu Dam, located on the border between Paraguay and Brazil, is a marvel of engineering. Completed in 1984, it boasts a capacity of 14 GW (gigawatts) and plays a crucial role in Paraguay's economy. The dam generates enough electricity to fulfill nearly all of Paraguay's domestic needs, with the surplus being sold to Brazil at a negotiated price. This sale of electricity is a major source of revenue for Paraguay, accounting for a significant portion of its national budget.  The income from Itaipu also fuels  domestic industries, production, and ultimately trade,  providing a vital economic engine for the country.

However, the pricing of this electricity has been a point of contention for decades. Paraguay has long argued that the current tariff unfairly benefits Brazil,  as it doesn't reflect the true market value of the electricity. This has limited Paraguay's ability to leverage this valuable resource for its own development. Negotiations to revise the tariff have been ongoing for years, with both sides seeking an agreement that better reflects the economic realities of the situation.

The newly reached agreement sets a new tariff of USD 19.28 per kilowatt-hour until 2026. While this may not fully meet Paraguay's initial demands, it represents a significant increase from the previous rate and is considered a win for the country.  This increase in revenue is expected to provide Paraguay with additional resources to invest in infrastructure, social programs, and further economic development.

The agreement also opens the door for further negotiations on Annex C of the Itaipu Treaty, which outlines the long-term operation of the dam.  A successful resolution of Annex C could bring even greater benefits to Paraguay in the years to come.  This landmark deal is a positive step for both Paraguay and Brazil, fostering a more equitable partnership in the management of this crucial resource.
