Public investment for 2022

Paraguay’s Ministry of Public Works plans to keep investments this year at the same level as in 2021, when public spending on physical works reached U$S 661 million, according to a report from bnamericas.

Public investment in Paraguay is driven by infrastructure projects, notably roads. In October 2013 the Paraguayan Congress passed a law to promote Public-Private Partnerships (PPPs) in public infrastructure and allow for private sector entities to participate in the provision of basic services such as water and sanitation. Implementing regulations for the PPP law were signed in March 2014. As a result, the Executive Branch can now enter into agreements directly with the private sector without the need for Congressional approval. Paraguay’s Ministry of Public Works launched its first PPP in 2019, an expansion of a main highway between Asuncion and Ciudad del Este. Several roads, a dredging project for the Paraguay River, wastewater treatment project in Ciudad del Este, and a medical storage facility for the Social Security Institute are under evaluation.

The Ministry of Industry and Commerce (MIC) signed in February 2021 an MOU with the Ministry of Justice to strengthen the rule of law and provide additional legal security to foreign investments in the country. MIC provides useful information for foreign investors, including business opportunities in Paraguay, registration requirements, laws, rules, and procedures.
