Software Registry in Uruguay

Uruguay has finalized the transfer of its Software Registry from the National Library to the National Directorate of Industrial Property (DNPI), as mandated by Law No. 20,212 of November 2023.

The regulatory Decree No. 39/2025 was enacted on February 20, 2025, to implement Article 271 of Law 20.212 and establish the specific regulations for the Software Registry under the DNPI.

This shift aims to streamline and enhance the protection of a vital sector for Uruguay's economy, which significantly contributes to GDP and fosters knowledge and innovation. The DNPI's existing expertise will be leveraged, and applicants now benefit from a fully online submission system and a 24/7 real-time public database to track their applications.

Before this change, the Software Registry was under the Ministry of Education and Culture (MEC) within the National Library of Uruguay. The National Library will continue to administer the registration of copyrights for other types of works.
