Uruguay, the only Latin America nation of the group, entered due to its international recognition for the digitization of government services, the reduction of the digital gap among its population and the Ceibal project, a Uruguayan initiative to implement the "One laptop per child" model. "They invited us because they understand that Uruguay has something to contribute”, said Juan Andrés Roballo, Deputy Secretary of the Presidency.
The D7 was formed in December 2014 by Estonia, Israel, New Zealand, South Korea and the United Kingdom.
