The Venezuelan Ministry of Science and Technology (MINCYT) has presented the National Plan for Science, Technology, and Culture of Innovation 2025‑2055, outlining a potential framework for the country’s scientific and technological development over the next three decades.
According to MINCYT, the plan is intended to guide long-term efforts to integrate science and innovation into national development.
The plan emphasizes the idea of science and innovation contributing to national development. Officials suggested that it seeks to foster a culture of science, strengthen local research capabilities, and engage universities and other institutions as part of a national innovation ecosystem.
Implementation is described as potentially involving regional working groups and collaboration with universities and local stakeholders.
While the plan sets out long-term ambitions, its practical outcomes remain uncertain. Success would likely depend on factors including resource allocation, institutional capacity, coordination between regions, and active participation from the academic, industrial, and civil sectors.
In its current form, the plan represents a potential roadmap for science and innovation in Venezuela rather than a fully operationalized strategy.
