Venezuela's AI Bill: A Step Toward Ethical and Transparent Technological Development

The National Assembly (AN) of Venezuela is set to review the Artificial Intelligence Bill during the first quarter of 2025. This regulatory framework aims to ensure the responsible use of AI in technological processes.
Comprising 57 articles across four chapters, the bill focuses on overseeing and controlling AI usage while fostering education and development of this technology in line with ethical principles. Its goal is to drive both productive and social advancements, particularly in sectors such as agriculture and healthcare. Additionally, it proposes the establishment of a National AI Agency, a regulatory body designed to enhance transparency throughout the process.
In Venezuela, platforms for data production in machine learning have become a viable means for many to earn income in US dollars. "Data workers are deeply interconnected within a vast network of entities that act as intermediaries for wage payments in digital currencies," observes Julian Posada, an assistant professor of American Studies at Yale University (1). His paper offers qualitative evidence on the significant role of this network and assesses how the platformization of wages influences working conditions for data workers in Venezuela.
